A law abolishing visa preferences with some unfriendly countries came into force on May 1, 2022 - 06.05.2022

The new law abolished visa preferences for journalists, members of official delegations, governments and courts and introduced a visa regime for diplomats arriving in the Russian Federation from some unfriendly countries

Notifications for foreign citizens

We often deal with the employers who are not fully aware of the responsibilities to notify the state authorities on foreign labor hire.   

Below you can find the full description of the proper authorities and other necessary information regarding notofications. Please, kindly check if you fulfill the reqirements taking into account the status of a foreign citizen.

The Directorate for Migration of the Main Directorate of the MIA of Russia (in the region, where a foreign citizen is perfoming his employment according to the labor agreement) 

3 working days from the dateof  conclusion/termination of labor agreement

Administrative fee could be imposed:

  • for citizens - from 2 000 till 5 000 rubles;
  • for officials - from 35 000 till 50 000 roubles;
  • for legal entities - from 400 000 till 800 000 roubles or administrative suspension of operation for the period from 14 till 90 days 

For violations perfoming in Moscow, Saint-Petersburg, Moscow region or Leningrad region the following penalties could be imposed:

  • for citizens - from 5 000 till 7 000 rubles;
  • for officials - from 35 000 till 70 000 roubles;
  • for legal entities - from 400 000 till 1 000 000 roubles or administrative suspension of operation for the period from 14 till 90 days.

On violation of the conditions of labor agreement/civil agreement

Once a quarter and not later than the last working date of the month following the reporting quarter

  • for officials - from 35 000 till 70 000 roubles;
  • for foreign entities - from 400 000 till 1 000 000 roubles or administrative suspension of operation for the period from 14 till 90 days

Foreign citizens working based on patent (visa-free countries)

  • for citizens - from 2 000 till 5 000 rubles;
  • for officials - from 35 000 till 50 000 roubles;
  • for legal entities - from 400 000 till 800 000 roubles or administrative suspension of operation for the period from 14 till 90 days.
