The Treaty on the Eurasian Economic Union:

Retirement insurance is regulated by the legislation of state where the foreign citizen permanently lives of by the separate international agreement. Now such international agreement is not adopted. However, according to the Decision of the Council of European economic commission (November 12, 2014) the Conception of international agreement on cooperation in the field of retirement insurance.

The Conception supposes that retirement insurance of citizens of states-members should be carried out on the same terms and on the same order that exist for the citizens of state of employment (it concerns insurance payments as well as acquisition and reservation of pension rights.
