Where should the employer apply for obtaining HQS work permit?
The decision on granting work permit is made by the regional territory bodies of the MIA. One staying in Moscow region should apply for HQS work permit to the Unified migration center in Krasnogorsk, located at Krasnogorsk region, Putilkovo, 69th km of MKAD, Green Wood Park, bld. 35.
Please pay attention to some specifics during the pandemic, including working hours, prior appointment and how to arrive at the migration center. Now the migration centre is perfoming all routine operations.
Working hours of UMC in Krasnogorsk
The migration centre is working from 09 till 18 pm from Monday to Saturday, but it's not possible to apply for HQS on Saturday.

Features of work during the pandemic
Starting from May 12 it is obligatory to wear masks for residents of Moscow region. A penalty in amount of 4000 rubles could be imposed for violation of this requirement. Prior appointment is not needed as of today.

Period of HQS work permit processing
The period of HQS work permit processing is 14 working days. Work permit shall be obtained personally by a foreign citizen, who could be accompanied by representative person. We would recommend checking status of permit preliminary at the migration center. It’s impossible to check the status by phone.
How to obtain HQS invitation letter for citizens from visa countries
One can apply for HQS invitation letter only after the documents for work permit are submitted to the migration center (confirmation with stamp of the migration center is needed).
Due to COVID restrictions, HQS shall be preliminary included to the list approved by the federal body of executive power of Russia sent to MVD and FSB. After the list is received by MVD, one can apply for invitation letter.
One can apply for HQS invitation letter at the place of employer’s registry. The Migration department of the MIA in Moscow region is situated in Moscow, Solyanka str. 9a., bld. 1.
Prior appointment is required in order to submit the documents for invitation letter, it can be made by phone +7 495 624 2269. We would recommnd to check whether a foreign citizen has already appeared in the lists mentioned above.
HQS invitation letter can be issued for the same period as the labor or civil agreement, but not more than 3 years. The period of processing is about 14 working days.
The state fee shall be paid from the employer’s bank account at the amount of 800 rubles. The original of the payment order with bank’s and company’s stamps, name of the foreign citizen is submitted to the Migration department. A state fee paid on behalf of an individual is not accepted.
In case a company applies for invitation letter for the first time, the Migration department asks the Director of the company to come in person. In this case a short kind of interview with the head of migration department will be held.
Features of obtaining HQS work permits, prior approval
In case a company applies for work permit, preliminary approval is needed:
- of the Migration center’s officers during their working hours from Monday to Friday;
- of the executives of Migration department (or deputy) from 10 till 12 pm.
The executives of the Migration department could hardly confirm the ordinary positions, but not top positions. The period of approval can take some time, so kindly consider some delays for documents processing.
Specific requirements of UMC officials to the positions of HQS
The Migration department does not accept the employment agreements with HQS positions other than the positions indicated in the OKPDTR (unified classifier of the positions). As mentioned earlier, the executives of the Migration department could hardly confirm the ordinary positions, but not top positions.
