List of states whose citizens and persons with a residence permit are allowed to enter Russia in the conditions of COVID-19

In accordance with paragraph 13 of the decree of the Government of Russia of March 16, 2020 N 635-р, citizens, as well as persons holding a residence permit or other document confirming the right to permanent residence in foreign states specified below, can enter the territory of Russia, provided that that entry is carried out:

  • from the states indicated below and from the Republic of Belarus;
  • through air checkpoints across the state border of the Russian Federation;
  • across the land border with Kazakhstan, Mongolia and China;
  • if they have a negative PCR test for COVID-19, performed no earlier than 48 hours before arrival in the Russian Federation.

At the same time, we draw your attention to the fact that in order to enter the territory of the Russian Federation from the EAEU member states from 01/09/2021 (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan and (more details here)), these foreign citizens are required to upload the result of the PCR test into the application "Travel without COVID-19".
