The procedure for passing a medical examination, as well as dactyloscopy registration and photographing
We inform you that there are amendments to Federal Law No. 115-FZ of July 25, 2002 "On the Legal Status of foreign Citizens in Russia" have come into force since December 29, 2021. In accordance with the accepted amendments, foreign citizens arriving in Russia are required to undergo fingerprint registration and medical examination procedures.

1. Who is obliged to undergo the relevant procedures and in what time period?

2. Who is not obliged to undergo trough these procedures?
In accordance with the legislation and MIA’s official comments the following categories of foreign citizens should not undergo the procedure of dactyloscopy registration and medical examination:
- foreign citizens – citizens of the Republic of Belarus;
- foreign citizens under 6 years old;
- foreign citizens – employees of intergovernmental organizations, employees of foreign diplomatic missions and members of their families (based on the principle of reciprocity);
- temporarily or permanently residing foreign citizens (including HQS residence permit, if they do not apply for registration of the work permit).
3. In what period it is necessary to undergo medical examination procedure?
The medical examination procedure must be underwent in the following terms:
- if entry purpose is labor activity – within 30 calendar days from the date of entry in Russia, if there are no valid medical documents at the time of entry;
- when entry purpose is not labor activity but period of stay more than 90 days – within 90 calendar days from the date of entry in Russia, if there are no valid medical documents at the time of entry;
- repeatedly, upon expiration of the validity period of previously received documents on medical examination - within 30 calendar days from the date of documents expiration.
4. What is the subject of a medical examination?
Medical examination is carried out for:
- the presence of "the fact of drug use";
- the presence of "the fact of being infected with dangerous infections" (with the exception of COVID-19);
- the presence of the "fact of the presence of HIV".
At the same time, the volume of medical research for foreign minors has been reduced:
- persons under the age of 13 do not have to undergo examinations on the presence "fact of drug use";
- persons under the age of 18 do not have undergo fluorography (or radiography, or CT of the lungs) instead, a "Mantoux test reaction" is performed.
5. What are the validity periods of the medical examination?
In accordance with the current legislation, the results of the medical examination are valid for one year. Please note that the medical results obtained in accordance with the old procedure (which was acting before 01.03.2022) are valid only for 3 months.
6. In which organizations can I undergo a medical examination?
In Moscow, the list of medical organizations for medical examination by foreign citizens was approved by the Decree of the Government of Moscow dated September 28, 2021 No. 1517-PP. The type of a medical organization will depend on the migration status of a foreign citizen and the purposes of passing a medical examination. You can read more about it in our news.
Please note that medical organizations from Appendix 1 to the Decree of the Government of Moscow of September 28, 2021 № 1517-PP should not been choose for the categories of foreign citizens listed below, in order to exclude the grounds that may lead to refusal of issuing work permit, and canceling issued work permit:
- foreign citizens who arrived in Russia after 31.10.2021, and in respect to whom a decision on issuing work permit was made also after 31.10.2021;
- any other foreign citizens (visa/visa-free), but who are applying for or have already issued a work permit.
In the Moscow region, in accordance with the Decree of the Government of the Moscow Region No. 1210/40 dated November 26, 2021, foreign citizens engaged in labor activity on the basis of a work permit, temporarily residing, permanently residing in the territory of the Moscow region, can undergo a medical examination in medical organizations listed in our news.
In accordance with the Decree of the Government of the Moscow Region No. 1052/37 of October 21, 2021, foreign citizens engaged in labor activity on the basis of a Patent can undergo a medical examination at the Moscow Scientific and Practical Center of Dermatovenerology and Cosmetology of the Moscow Department of Health, which is located at 17, Leninsky Prospekt, Moscow.
At the same time, we would like to note that the Government of the Moscow Region has not approved the list of medical organizations in which it is possible to undergo a medical examination by foreign citizens - accompanying family members and foreign citizens who have the right to work without work permit. In addition, not all medical organizations approved by the Government of the Moscow Region currently have the right to conduct an examination to identify the fact of the use of narcotic drugs or psychotropic substances by foreign citizens without therapeutic use or new potentially dangerous psychoactive substances. We recommend contacting your Confidence Group consultant to clarify the possibility of passing the specified medical examination in any of the approved organization.
7. When do I need to provide the results of a medical examination to the MIA?
The results of the medical examination of a foreign citizen are necessary for undergo dactyloscopy registration and photographing (the deadlines are indicated in the next paragraph).
If this procedure has been completed and a foreign citizen has received a document confirming this fact (a green card on passing dactyloscopy), upon entry in Russia without valid medical examination results, it will be necessary to undergo a medical examination within the period specified below, but it is not required to provide its results to the MIA in following cases:
- all foreign employees, including those who already have received work permit or a Patent or who work in Russia without work permits – within 30 calendar days from the date of entry in Russia, if entry is carried out after 29.12.2021;
- those who entering with non-working purposes for a period of more than 90 days – within 90 calendar days from the date of entry in Russia, if entry is carried out after 29.12.2021.
At the same time foreign citizen who arrived with the purpose of labor activities or without such purpose will have to provide the results of the medical examination to MIA, if the foreign citizen stays in Russia for the period which is more than the validity period of the documents on the medical examination. At the same time, the deadline for submitting the results of repeated medical examination to the MIA is 30 calendar days from the date of expiration of the results of the previous medical examination.
8. When do I need to undergo dactyloscopy registration?
To pass the dactyloscopy registration procedure, it is necessary to undergo a medical examination and have its results on hand.
Fingerprint registration is carried out in the following terms:
- HQS employees who have not received a work permit yet - while obtain it;
- persons applying for a patent - when applying for a patent;
- all other employees, including those who already have work permit or a patent or who work in Russia without work permits – within 30 calendar days from the date of entry in Russia, if entry is carried out after 29.12.2021;
- persons who entering with non-working purposes for a period of more than 90 days – within 90 calendar days from the date of entry in Russia, if entry is carried out after 29.12.2022.
The dactyloscopy registration procedure also includes photography procedure. Fingerprint registration should be carried out once, and as the result, confirmation document is issued to a foreign citizen.

- the cost of the service is indicated for one person. In the case of escorting a group of people, the cost per person is maintained, if all foreign citizens in the escorting group have the same status of stay in Russia, everyone from the group arrived at the appointed time without delays and everyone have required set of documents for medical examination. If a foreign citizen from the group arrived later than the appointed time, the cost of his escort will be calculated as for one person;
- the cost of the service includes 3 hours of escort. The cost of each extra hour is 2000 rubles. The number of hours of support does not depend on the operating mode of the organization, the functioning of the corresponding equipment, etc.
- the cost of medical center services;
- the cost of the service includes 2 hours of escort. The cost of each extra hour is 2000 rubles;
- only for the service of passing dactyloscopy registration in the GBU "Migration Center" (Bakhrushina 18);
- the cost of the organizations' services may vary, it is necessary to check with the consultants of the Confidence Group;
- the service is provided if it is possible to obtain the relevant documents from the organization by third parties, on the basis of a power of attorney or without it.
Please note that if a foreign citizen passes the relevant procedures in less time included in the cost of the service, the service is paid in full, based on the cost indicated in the table.

10. Where to get dactyloscopy registration?
Mandatory dactyloscopy registration for foreign citizens arriving in Russia is possible in the following state faclities:
- in the subdivisions on migration issues if the territorial bodies of the MIA of Russia;
- in the subordinate enterprise of FSUE "Passport and Visa Service" of the MIA of Russia;
- multifunctional migration center of the city of Moscow.
11. What is the responsibility for non-compliance with the new requirements?
If foreign citizens fail to fulfill their obligations to undergo a medical examination, their period of temporary stay in Russia is reduced.
If it is established that a foreign citizen uses drugs, is ill with a dangerous disease or HIV* due to the results of a medical examination provided by Federal Law:
- decision on the undesirability of foreign citizen stay (residence) in Russia or a decision not to allow entry in Russia will be made;
- decision on issue/revocation a work permit refusal and a decision to refuse on issuing a work invitation to enter Russia;
* except the cases provided for by the third paragraph of paragraph 3 of Article 11 of Federal Law No. 38-FZ dated March 30, 1995 "On prevention of the spread in the Russia of the disease caused by the human immunodeficiency virus (HIV infection)"
Evasion of an immigrant from undergoing mandatory dactyloscopy registration and (or) from medical examination, or evasion from submitting information or submitting fake information during the determination of the status of an immigrant in Russia entails the imposition of an administrative fine in the amount of 2000 to 4000 rubles with or without administrative expulsion from Russia.
At the same time, we would like to note the fact that from a legal point of view, the above obligations will be impossible to fulfill for some categories of foreign citizens, due to the absence of by-laws that have entered into force. It follows from this that the performance of these duties is not always mandatory and an attempt to impose any administrative sanctions by state bodies will be absolutely illegal.

At the same time, you should take into account that if you have the results of a medical examination obtained in accordance with FZ-115 "On the legal status of foreign citizens in the Russian Federation" and if they are valid at the time of dactyloscopy registration, they will be sufficient for this procedure and you are obliged to pass it.
