Obtaining work permits for highly qualified specialists is now possible in MIA of Russia in Moscow (42 Pokrovka St.) 12.09.2019

We remind you that on May 15, 2019, a meeting of representatives of business associations in the Russian Federation with the leadership of the Office for Migration of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow (UVM GU MVD in Moscow) took place. The meeting discussed issues of facilitating the filing and execution of permits for member companies of associations.
 
The meeting was held due to the fact that the previously existing simplified procedure for submitting and obtaining permits for highly qualified specialists through the Main Department of the Ministry of Internal Affairs of Russia (Boyarsky lane, 4, p. 1) was abolished from April 5, 2019. The powers to execute, issue, extend permits for highly qualified specialists were transferred to the territorial bodies of the Ministry of Internal Affairs of Russia.
 
From the side of the Main Directorate of Internal Affairs of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, the meeting was attended by: Dudnik I.N., Deputy Head of the Department, and Skvortsov V.V., Head of the Labor Migration Department.
 
Representatives of business associations voiced relevant issues to representatives of the authorities, expressed serious concern of member companies in connection with the changes that have occurred, and also put forward their proposals to facilitate the procedures for submitting and obtaining permits.
 
During the meeting, two key agreements were reached.
 
The first is to obtain a work permit for highly qualified specialists, the document for which was submitted to the Multifunctional migration center in Sakharovo will probably be in the Ministry of Internal Affairs of Russia at st. Pokrovka, 42.
 
The second - for employers attracting foreign highly qualified specialists, it will be possible to contact the Multifunctional migration center in Sakharovo to submit documents in the "single window" format, i.e. submit documents for issuing work permits and invitations for highly qualified specialists and family members accompanying him at a time.
 
Confidence Group is pleased to announce that since the beginning of September 2019, the Ministry of Internal Affairs has fulfilled part of its promises and implemented an optional procedure for obtaining work permits for highly qualified specialists in Moscow.
 
This option is available with serious limitations, in particular, this opportunity is provided by the Main Directorate of the Ministry of Internal Affairs of Russia for the city of Moscow only for the management team of the organization (general director, deputy general director and similar posts).
 
To use this service to obtain permission to work in the Main Directorate of the Ministry of Internal Affairs of Russia in the city of Moscow (Pokrovka, 42), only those organizations that were previously served at the Main Directorate of the Ministry of Internal Affairs of Russia - (Boyarsky Lane, 4 or Verkhnyaya Radishchevskaya st.), as well as members of associations.
 
To obtain a ready-made work permit at the Main Directorate of the Ministry of Internal Affairs of Russia at st. Pokrovka, 42, highly qualified specialists of middle and junior level, a serious justification is necessary.
 
To use this option, the employer needs a week before the work permit is ready to submit an application to the Directorate of Migration of Russia for the city of Moscow (Sakharovo) to the Head of the Migration Department with a request to arrange the issuance of a work permit for a highly qualified specialist at the Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia, st. Pokrovka, 42, after a certain time to clarify the result of consideration of the application by the leadership of the Ministry of Internal Affairs.
 
In the case of a positive decision, a foreign highly qualified specialist needs to contact office number 21 on the second floor (on the stairs to the right) during working hours at the Central Internal Affairs Directorate of the Ministry of Internal Affairs of Russia in Moscow (42 Pokrovka St.).
 
In our opinion, this procedure has significant drawbacks, in particular, the general term for obtaining a work permit may increase due to the need to transfer documents between organizations, and if there is an error in a work permit, the procedure for transferring documents back to the Main Directorate of the Ministry of Internal Affairs of Russia in the city of Moscow (Sakharovo), amending, transferring back documents, the period for consideration of documents will increase significantly. Moreover, there is a likelihood that documents will be lost during transmission, and the ability to track their movement is very, very illusive.
 
Regarding the second agreement reached at the meeting, we inform you that the procedure for submitting documents for obtaining work permits and invitations for the highly qualified specialists in the “single window” format does not exist, and it is unlikely to be implemented.
 
According to the employees of the Ministry of Internal Affairs, this procedure is not introduced due to a lack of personnel, because the introduction of the procedure requires a separate person who will be responsible for the transfer of documents within the departments of the Ministry of Internal Affairs, and, in their opinion, the likelihood of errors in permits will significantly increase.
