The latest changes on ensuring the isolation regime for the purpose of preventing the spread of COVID-19 15.07.2020

15.07.2020 the new edition of the Resolution of the Chief state sanitary doctor of the Russian Federation of 18.03.2020 N 7 "On ensuring the isolation regime for the purpose of preventing the spread of COVID-19" comes into force. Changes to this document were made by the Resolution of the Chief state sanitary doctor of the Russian Federation of 07.07.2020 N 18 "On amendments to the resolution of the Chief state sanitary doctor of the Russian Federation of 18.03.2020 N 7" On ensuring isolation in order to prevent the spread of COVID-19 " ("Resolution No. 18").

Please note that the information about the cancellation of self-isolation after arrival from abroad, which is so widely spread by the media, was not relevant for inclusion in another active Resolution of the Chief state sanitary doctor of the Russian Federation from 30.03.2020 N 9 (ed. by 13.04.2020) "On additional measures to prevent the spread of COVID-2019" the amendments and entered into force directly 15.07.2020 by Resolution of the Chief state sanitary doctor of the Russian Federation from 15.07.2020 N 21 ( "Decree No. 21).

So, from 15.07.2020 as a result of the joint action of the above-mentioned resolutions No. 18 and No. 21, the following is relevant:

1. All persons who arrived on the territory of the Russian Federation, regardless of citizenship, including citizens of the Russian Federation: 

  • as before, you need to report your return to the Russian Federation, place, dates of stay abroad, contact information, including information about the place of registration and place of actual stay, to the hotline organized in the subject of the Russian Federation;
  • in the event of any deterioration of health, immediately seek medical help at the place of residence (stay), without visiting medical organizations, and provide information about your arrival on the territory of the Russian Federation;
  • keep a distance of at least 1 meter from other persons, including in public places and public transport, except for the provision of passenger and baggage transportation services by passenger taxis.
  • meet the requirements for isolation (stay in an isolated room that allows you to exclude contact with family members and other persons who are not isolated) in the following cases:

you must satisfy demand of the isolation within 14 calendar days from the date of arrival on the territory of the Russian Federation. The method of isolation will be determined based on the specifics of COVID-2019 distribution in the Russian Federation
  • arrival in Russian Federation for the employment (applies only to foreign citizens and stateless persons)

 

2. At the same time, foreign citizens crossing the border of the Russian Federation were obliged to inform officials carrying out sanitary and quarantine control of the absence of COVID-19 disease with the submission of the following medical documents:

  • medical document (in Russian or English) confirming the negative result of laboratory testing of the material on COVID-19 by polymerase chain reaction (PCR), selected no earlier than three calendar days before arrival in the territory of the Russian Federation. (Laboratory testing for COVID-19 by polymerase chain reaction (PCR) is a method that allows you to detect the presence of the virus in the body (for research, a smear is taken from the nose and oropharynx).In the absence of this medical document, a foreign citizen must undergo a COVID-19 examination by PCR (in the Decree No. 18, a typo indicates "PNR", but we did not find information about such a study in open sources) within three calendar days from the moment of crossing the border on the territory of the Russian Federation. At the same time, payment for these studies is made in accordance with the legislation of the Russian Federation (free tests are available under the compulsory health insurance).
  • medical document confirming the detection of immunoglobulin G (IgG) antibodies (if available).( ELISA (Enzyme Linked Immuno Sorbent Assay) testing shows the amount of immunoglobulins (antibodies) to viral infection in the human blood (blood is taken from a vein for the study).The text of decree No. 18 specifies "if available", but it is not clear whether this refers to the presence of antibodies or the presence of documents confirming the passage of ELISA testing. In order to avoid misunderstandings at the border, we would recommend that you have a medical document confirming that you have passed the ELISA test.)

3. Russian Citizens were also required to undergo a PCR examination for a new coronavirus infection within three calendar days of their arrival in the territory of the Russian Federation.
4. Employers also have new responsibilities - now, instead of providing assistance in providing employees with conditions of isolation at home, employers must:

  • to ensure that employees leaving the Russian Federation are informed of the need for laboratory tests on COVID-19 using PCR within three calendar days of the employee's arrival in the Russian Federation.
  • to check the availability of medical documents confirming a negative result of a laboratory test for COVID-19 by PCR, obtained at least three calendar days before arrival in the territory of the Russian Federation, when attracting foreign citizens to work.

5. The highest officials of constituent entities of the Russian Federation (heads of the higher Executive body of state power of subjects of the Russian Federation) don't have:

  • to provide isolation for 14 days all persons arriving on the territory of the Russian Federation (now they provide isolation only returned to Russia for export to international flights);
  • to organize monitoring of quarantine compliance and provide information to territorial authorities;
  • to provide social support to those who are isolated.
