Clarification of the visa processing procedure 23.07.2020

Decree of the Government of Russian Federation of July 16, 2020 N 1055 is planned to make changings in the Decree of the Government of Russian Federation dated 09.06.2003 N 335 "About the statement of Regulations about establishment of the form of visa, order and conditions of its registration and issue, prolongation of term of its action, its restoration in case of loss and order of cancellation of visa". Please note that this document has not entered into force yet.

Second paragraph of p. 36

An ordinary humanitarian visa is issued on the basis of an invitation or decision of the Head of a diplomatic mission or consular office of the Russian Federation in connection with the need to enter the Russian Federation to participate in international and domestic official, socio-political, scientific, cultural, sports and religious events on the written application of a foreign citizen for a period of up to 3 months (single or double) or for a period of up to 1 year (multiple entry), as well as on the basis of a decision of the Ministry of foreign Affairs of the Russian Federation to issue a visa to a foreign citizen sent to a diplomatic mission or consular office of the Russian Federation for a period of up to 90 days (single or double).

An ordinary humanitarian visa is issued on the basis of an invitation, a decision of the Ministry of Foreign Affairs of the Russian Federation to issue a visa to a foreign citizen sent to a diplomatic mission or consular office of the Russian Federation, or a decision of the head of a diplomatic mission or consular office of the Russian Federation in connection with the need to enter the Russian Federation to participate in international and domestic official, socio-political, scientific, cultural events, sports and religious events on the written application of a foreign citizen.

Previously, it was possible to issue a humanitarian visa based on the decision of the Ministry of Foreign Affairs only for a period of up to 90 days (single or double). The new version does not have such restriction.

The medical insurance policy must meet the requirements of the Regulations on medical insurance of foreign citizens temporarily staying in the Russian Federation, approved by the Decree of the Government of the Russian Federation of December 11, 1998 N 1488 (Collection of legislation of the Russian Federation, 1998, N 51, article 6305).

This clause is no longer valid

The medical insurance policy is still a necessary document for getting visa (except foreign citizens applying for the issuance of official or diplomatic visas, arrivals to the staff of diplomatic missions, consular institutions of foreign states and international organizations, employees of public service of a foreign state to Russia at the invitation of the Federal bodies of state power and bodies of state power of subjects of the Russian Federation, as well as other categories of foreign citizens, exempt from submitting a health insurance policy on the basis of reciprocity)
