The suspension of terms related to the stay and residence of foreign nationals in Russia is phased out 02.04.2021

Presidential Order No. 791 of 15.12.2020 amended Presidential Order No. 274 of 18.04.2020 - extending the previously suspended terms related to the stay and residence of foreign nationals in Russia and establishing conditions for cancelling the suspension.
 
We remind that the Presidential Order No 274 of 18.04.2020 suspends the following terms from 15 March 2020 to 15 June 2021, if they expire during the above period:
terms of temporary stay of foreign nationals and stateless persons;
terms of temporary or permanent residence of foreign citizens and stateless persons;
terms for which foreign citizens and stateless persons are registered at the place of stay or registered at the place of residence;
terms of validity of the following documents: visa, temporary residence permit, residence permit, migration card with expired marks in it, refugee certificate, certificate of consideration of the application for recognition as a refugee in the Russian Federation on the merits, certificate of temporary asylum in the Russian Federation, certificate of the State Programme participant;
terms of voluntary departure from the Russian Federation of foreign citizens and stateless persons in respect of whom a decision has been taken on administrative expulsion from the Russian Federation in the form of controlled self-departure from the Russian Federation, on non-admission to the Russian Federation or on undesirability of stay (residence) in the Russian Federation.
 
In addition, decisions on administrative expulsion from the Russian Federation in the form of compulsory expulsion from the Russian Federation, deportation or transfer to a foreign state in accordance with an international agreement of the Russian Federation on readmission, decisions to reduce the period of temporary stay in the Russian Federation, deprivation of refugee status, temporary asylum, cancellation of previously issued visas, work permits, patents, temporary residence permits, residence permits are not taken in the given period.
 
However, according to paragraph 2 of Presidential Order No 791 of 15.12.2020, these measures do not apply to persons who have the citizenship of a foreign country or a residence permit or other document confirming the right to permanent residence in a foreign country:
from 15 March 2021, if transport connection with the foreign country is resumed on 15 December 2020;
after 90 days from the date of commencement of transport connections with the foreign country, if it is resumed after 15 December 2020.
In both cases, flights related to the removal of foreigners to that state are not taken into account.

At the same time, we draw your attention that, pursuant to paragraph 1 of Article 2 and Article 3 of the Agreement between the Russian Federation and the Republic of Belarus of 24.01.2006, the citizens of Belarus have the right to enter, leave and stay on the territory of the Russian Federation without a migration card, while in accordance with subparagraphs 1 and 2 of paragraph 6 of Article 97 of the Agreement on the EAEU of 29.05.2014, they also undertake to get migration registration after 30 days from the date of entry into the Russian Federation. Thus, these circumstances make it difficult to determine the moment of entry of a Belarus citizen into Russia and, consequently, the duration of his stay.
