New rules from Rospotrebnadzor for Russian citizens arriving in Russia 15.04.2021

On 15 April 2021, Decree No. 12 of the Chief State Health Inspector of the Russian Federation of 09.04.2021, amending Decree No. 7 of the Chief State Health Inspector of the Russian Federation of 18.03.2020 on the Isolation Regime to Prevent the Spread of COVID-2019, will come into force.
 
The new provisions establish obligations for all Russian citizens arriving in the territory of the Russian Federation by any means of transport:
  • ensure the completion of the arrival form on the Public Service portal (when purchasing the ticket, but not later than the check-in for the flight);
  • within three calendar days from the date of arrival in Russia to undergo laboratory testing for COVID-19 by PCR and upload the result to the Public Service portal (until the results of laboratory testing for COVID-19 by PCR are received, citizens should observe the isolation regime);
  • in case of any health deterioration within fourteen calendar days from the date of arrival to Russia, immediately seek medical assistance at the place of residence without visiting medical organizations.
Please note that previously the above rules only applied to persons arriving by air.
 
In turn, these requirements do not apply to citizens of the Russian Federation – crew members of aircraft engaged in air transportation, sea and river vessels, train and locomotive crews of international railway traffic, drivers of international road traffic.
