Following the news about the changes in the procedure for conducting a complex test of the Russian language, history and the basics of Russian legislation for migrants, we inform you that on 14 April 2021, the Decree of the Russian Government from 08.04.2021 № 559 was published. It establishes the validity of the certificate of proficiency in Russian language, knowledge of Russian history and the basics of Russian legislation (hereinafter – certificate).
The validity of the certificate is set according to the level corresponding to its purpose:
- for a work permit or patent - 3 years;
- for a temporary residence permit - 3 years;
- for a residence permit - indefinitely.
However, the Government of the Russian Federation stipulates that the validity of the certificate at the level corresponding to the purpose of the residence permit shall expire if the residence permit is revoked.
The above changes will come into force simultaneously with the Federal Law № 412-FZ of 08.12.2020 "On Amendments to Article 15.1 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" – 07.06.2021.
Please note that certificates of proficiency in Russian language, knowledge of Russian history and the basics of Russian legislation issued prior to the entry into force of the above Federal Law are valid until their expiry date.
