  • The exemptions also apply, for example, to carriers of goods and raw materials, persons engaged in international freight and passenger transport, persons engaged in technological work in a company operating in Estonia, medical workers, diplomats, persons arriving in the framework of international military cooperation, and persons with special entry permits. (You can find out more about all the exemptions in Government Decree No. 282).
Thus, Russian citizens cannot yet come to Estonia as tourists.

It is important to note that it is possible to enter Estonia without self-isolation from countries with a cumulative incidence of less than 150 cases per 100,000 inhabitants over the past 14 days.

The list of categories of foreign citizens who can be admitted to Russia by open flights is approved by the Government of Russian Federation Decree № 635-p dated 16.03.2020 (ed. 14.04.2021), and currently there are no Estonian citizens in the list. In addition, there is no information about the opening of air links between states from the Operational headquarters for preventing the spread of coronavirus infection in the Russian Federation. We are closely monitoring updates and will keep you informed of any changes.
