New algorithm for attracting foreign nationals to the Russian economy approved 13.05.2021

The Protocol of the meeting of the Operational headquarters for preventing the import and spread of the new coronavirus infection in the Russian Federation No. 8-kv of 23 April 2021 approved a new version of the Algorithm of actions to attract foreign nationals to the Russian economy.
 
The main changes are related to the requirements for employers planning to employ foreign citizens and stateless persons in Russia.
 
Thus, employers must now meet the following criteria
  • the organisation's (employer's) income must be more than RUB 800 million per year (in the previous version – more than RUB 2 billion per year);
  • the average number of employees in the organisation should be over 100 people (in the previous version – over 250 people).
In addition, these criteria also apply to:
  • a group of companies in the case of a centralised application by the parent company of a group of companies for the benefit of other companies in the group;
  • construction clients acting in the interests of the organisations involved (general contractors, subcontractors) carrying out construction on the basis of a construction contract.
Employers also have the right to employ citizens of Uzbekistan and Tajikistan without regard to the above criteria in accordance with the intergovernmental agreements between the Russian Federation and these republics on organised recruitment of foreign nationals for labour activities in Russia (Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan of 05.04.2017, Agreement between the Government of the Russian Federation and the Government of the Republic of Tajikistan of 17.04.2019).
