According to the official information, employers, registered in Moscow can apply for work permits for citizens from both visa and visa-free countries in 2012 only until December 17, 2012.
After this date all employers will have to wait the official publication of Quota for 2013 or an order on Quota-free positions in 2013. Usually it happens in early February.
The Department of the Federal Migration Service of Moscow region is not accepting the documents for work permits for visa-free countries starting from November 9, 2012. It is more likely they will not start in 2012 at all.
