Changes in the list of foreign citizens who are not subject to restrictions on entry to the Russian Federation 06.07.2021

In continuation of our news about the easing of restrictions on entry into the Russian Federation for certain categories, below is an updated list of persons whose entry into the Russian Federation is not limited by the Government of the Russian Federation.

Changes were made to the Order of the Government of the Russian Federation of March 16, 2020 No. 635-p "On temporary restrictions on the entry of foreign citizens and stateless persons into the Russian Federation and the temporary suspension of the issuance and issuance of visas and invitations" (hereinafter referred to as the Order) and were introduced by:

Thus, restrictions on entry into Russia no longer apply to citizens of Austria, Belgium, Bulgaria, Hungary, Jordan, Ireland, Italy, Cyprus, China, Lebanon, Liechtenstein, Luxembourg, Mauritius, Morocco, North Macedonia, USA and Croatia, as well as persons who have a residence permit or other document confirming the right to permanent residence in these countries.

List of persons entering the Russian Federation, for whom it is not limited by the Government of the Russian Federation (order of the Government of the Russian Federation No. 635-р of March 16, 2020 as amended on June 28, 2021).

  • deputies and officials of the Parliamentary Assembly of the Union of Belarus and Russia;
  • employees of the Intergovernmental Courier Communications;
  • employees of special communications services delivering special items in accordance with the Agreement on the interstate exchange of special communications items December 23, 1993;
  • members of official delegations;
  • persons with diplomatic, service visas
  • family members (spouses, parents, children, brothers and sisters, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children), guardians and trustees of citizens of the Russian Federation**;
  • family members of a close relative (spouses, parents, children, brothers and sisters, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children) entering the Russian Federation and following to carry out his burial (if there are documents of kinship and death);
  • persons entering the Russian Federation to take care of sick close relatives (spouses, parents, children, siblings, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children)**;
  • genetic parents of children born in the Russian Federation from surrogate mothers who enter for the purpose of state registration of birth, when sending lists to the Federal Security Service and the Ministry of Internal Affairs by the Ministry of Health**
  • permanent residents of the Russian Federation (with residence permit)**;
  •  
  • following in transit through air checkpoints across the state border of the Russian Federation (without leaving the airport);
  • foreign citizens from the LPR and DPR (if there is a mark in the passport about registration at the place of residence in the territory of the corresponding region);
  • citizens of the CIS member states, the Republic of Abkhazia and the Republic of South Ossetia (when traveling to the country of citizenship);
  • drivers of trucks of international road traffic, buses of international traffic (on which the transportation of the persons specified in this paragraph is carried out, and the carriage of goods is not allowed)**;
  • crews of air, sea and river vessels, train and locomotive crews of international railway traffic, personnel determined by international agreements of the Russian Federation in the field of railway transport. Including crew members traveling through the territory of the Russian Federation to change the crews of ships in the ports of the Russian Federation, personnel determined by international agreements of the Russian Federation in the field of railway transport, as well as crew members (who have certificates of a crew member of an aircraft and flight tasks or a general declaration of an aircraft for the planned flight), traveling by road, air, rail or sea to change the crews of aircraft) **;
  • persons with ordinary private visas issued by the decision of the Ministry of Foreign Affairs of Russia;
  • persons who have a certificate of a participant in the state program for voluntary resettlement in the Russian Federation and their family members;
  • employees entering for maintenance (if the customer of the work is under the jurisdiction of the federal executive body, which has sent lists of foreign employees to the Ministry of Internal Affairs), or such lists have been sent by Rosatom) **;
  • highly qualified specialists and their family members (spouses, parents, children, adoptive parents, adopted children) when entering the Russian Federation (until February 6, 2021, only a single entry was possible), (if the employer / customer is under the jurisdiction of the federal executive body, which sent The Ministry of Internal Affairs lists such foreign citizens, or if such lists are sent by Rosatom) **;
  • citizens of Belarus (if they are employees of Belarusian companies:

A) and take part in work in the field of nuclear energy, construction, oil / gas production, mineral processing;

B) and are directed to work on a watch at industrial facilities in the Russian Federation;

C) and are included in the lists that are sent to the Ministry of Internal Affairs by the executive authority (in whose sphere of reference the customer of the above works) or Rosatom);

  • persons participating in quality control of equipment manufactured by Russian legal entities and supplied in accordance with contracts governing the construction of nuclear facilities abroad, and within the framework of the implementation of international treaties of the Russian Federation, according to lists sent by the State Atomic Energy Corporation Rosatom in the Ministry of Internal Affairs of Russia **;
  • persons participating in the certification of new aircraft and maintaining the airworthiness of domestically produced aircraft of Russian operators according to the lists sent by the Ministry of Industry and Trade of Russia to the Ministry of Internal Affairs of Russia **;
  • permanent residents in the city of Baikonur, or participating in the implementation of space programs (subject to their inclusion in the lists sent by Roscosmos to the Russian Ministry of Digital Science and the FSB of Russia);
  • citizens of Belarus (having a residence permit or other right to permanently reside in Belarus) when entering from Belarus or the states specified in Appendix No. 1 to the Order, by air transport and passenger railway transport);
  • persons entering the Russian Federation for the purpose of treatment, as well as persons accompanying them (information about which was sent by a medical organization (from the FRMO register) through the State Services in accordance with the algorithm for submitting applications) **;
  • citizens of foreign states (defined by the application) entering the Russian Federation from states according to the specified list, as well as from Belarus, through air checkpoints, as well as persons who have a residence permit or other document confirming the right to permanent residence in this foreign state * *:

  • citizens of the Republic of Abkhazia entering the Russian Federation from the Republic of Abkhazia **;
  • citizens of the Republic of South Ossetia entering the Russian Federation from the Republic of South Ossetia;
  • citizens of the EAEU under the conditions: entry from Armenia, Belarus or Kyrgyzstan, only through air checkpoints (Appendix No. 2 to RP 635-р), with test results for covid in the mobile application "Traveling without COVID-19";
  • persons involved as highly qualified specialists in the field of sports, or participating in sports events on the territory of the Russian Federation (and their family members - spouses, parents, children, adoptive parents, adopted children), included in the list sent by the Ministry of Sports of Russia to the Ministry of Internal Affairs (if there are valid passports, ordinary work or humanitarian visas for the purpose of sports ties, or without visas, if this is provided for by international treaties of the Russian Federation) **;
  • foreign citizens participating in the implementation of national and federal projects, priority programs, large investment projects ** (details here);
  • persons entering the Russian Federation for the purpose of making business trips specified in the lists formed in accordance with the algorithm of actions to ensure the entry into the Russian Federation of foreign citizens - owners or heads of enterprises operating in the Russian Federation, and foreign citizens for their participation in negotiations on the implementation of investment projects directed by the Ministry of Economic Development of Russia to the Ministry of Internal Affairs of Russia **;
  • persons participating in events as participants in UEFA Euro 2020 sports competitions, as well as volunteers who have entered into civil contracts for participation in UEFA Euro 2020 events and arriving in the Russian Federation until December 31, 2021 inclusive, specified in the lists sent by the Ministry of Sports Russia **;
  • persons entering the Russian Federation as spectators of UEFA Euro 2020;
  • persons who are immigrants from the Republic of Latvia / the Republic of Turkmenistan (with a permission to move) to the Russian Federation in accordance with international agreements, as well as minor members of their families traveling with the immigrants, indicated in the ID of the immigrant / permission to move **;
  • persons entering the Russian Federation for the purpose of studying at educational institutions of higher education and professional educational organizations (indicated in the lists formed by these educational organizations and sent in agreement with the founders to the state system of migration and registration registration) **;
  • persons entering the Russian Federation in the event of their extradition, information about which was sent by the Federal Penitentiary Service of Russia to the FSB of Russia;
  • persons who are service personnel of the leased part of the Saimaa Canal, as defined by the Agreement between the Russian Federation and the Republic of Finland on the lease by the Republic of Finland of the Russian part of the Saimaa Canal and the adjacent territory and on the implementation of navigation through the Saimaa Canal, signed in Lappeenranta on May 27, 2010.

* The actual possibility of entry depends on the availability of transport links with the Russian Federation, which is very limited, and on the ability to issue permits.

** Only these categories are not subject to restrictions on accepting documents, issuing and issuing invitations to enter.

Restrictions on the acceptance of documents, registration and issuance of permits for the attraction and use of foreign workers, work permits are not applied only to citizens of foreign states provided for in Appendix No. 1 to the order, highly qualified specialists (and their emergency situations), as well as foreign citizens, participating in the implementation of national and federal projects, priority programs, large investment projects (more details here).
