The MIA clarified the decision to refuse a temporary residence permit 28.07.2021

The press center of the Ministry of Internal Affairs said, "the decision to refuse to issue permits for temporary residence by a foreign citizen is due to the fact that this institution is ineffective."
 
According to the ministry, most often migrants receive a temporary residence permit to legalize work in Russia, and in general, the RVP is an unnecessary bureaucratic procedure for foreigners who plan to obtain Russian citizenship.
 
As we previously informed you in the news from June 2, 2021, the Ministry of Internal Affairs assumes the creation of three regimes of stay of a foreign citizen and a stateless person on the territory of Russia:
  • Short stay regime, which assumes that foreign citizens stay in the country for no more than 90 days in total during a calendar year.
  • Long-term stay regime. This regime assumes that a foreign citizen will be able to stay in the country for more than 90 days during a calendar year without registration of permanent residence.
  • Permanent residence regime, which assumes permanent residence on the territory of Russia and will be assigned indefinitely.
