Lockdown in Moscow from 28.10.2021 to 07.11.2021 22.10.2021

In continuation of our news about the introduction of non-working days by the President of Russia, the Mayor of Moscow, Sergei Sobyanin, signed Decree No. 62-UM dated October 21, 2021 "On Amendments to the Decree of the Mayor of Moscow No. 68-UM dated June 8, 2020" (hereinafter Decree) , in which he announced non-working days from October 28, 2021 (and not from October 30, as it was in the presidential decree) to November 7, 2021.

The concept of “paid non-working days” appeared in 2020. You can find out what it means in our article dated March 31, 2020.
 
In addition, during this period:
  • all cafes, restaurants, fitness clubs, beauty salons and swimming pools are closed;
  • cinemas, concert halls and circuses are being closed;
  • theaters and museums operate only by QR codes;
  • dentists only work for emergency care;
  • schools go on vacation.
We also consider it important to draw your attention to the fact that the provision of state and other services in the premises of the authorities of the city of Moscow and state institutions of the city is suspended (except for the registration of birth, death and divorce).
 
In other words, the Decree assumes that services in the premises of the Ministry of Internal Affairs, multifunctional centers and the migration center of Moscow will not be provided during this period. There is still no information on the actual timetable of these organizations during this period.
 
At the same time, the text of the Decree stipulates that state services in electronic form continue to be provided, however, the problem is that, in practice, the provision of many state services in electronic form, provided for by current legal acts, is not organized, such as, for example, the implementation of migration registration, submission of notifications on the conclusion or termination of labor (civil) contracts with foreign citizens, submission of notifications on compliance with the obligations to pay wages (remuneration) to highly qualified specialists (hereinafter HQS), submission of documents for invitations for obtaining visas, etc.
 
Some services are provided in electronic form in part, for example, the service "registration and deregistration at the place of residence and at the place of stay" can be obtained in electronic form, but for this it is necessary to appear with the originals of the documents in the department of the Ministry of Internal Affairs.
 
At the same time, the Decree stipulates that the failure (untimely commission) during the specified period of actions necessary for the provision of services is not a reason for refusal to provide state and other services, and the term for such actions, as well as the period for the provision of state and other services, is subject to extension for 11 calendar days. The first working day is November 8, 2021.
 
In this regard, we recommend that you take into account the above procedure for calculating the timing of applying for public services and the timing of their provision when planning processes related to attracting foreign citizens.
 
Separately, I would like to remind you that notifications of the fulfillment of obligations to pay salaries (remuneration) of the HQS in accordance with the current legislation must be submitted no later than the last working day of the month following the reporting period.
 
In other words, the last working day in October when these notifications should be submitted is 27.10.2021. For the timely provision of this service, documents must be submitted to Confidence Group no later than 25.10.2021.
