The Russian government has sent two bills to the State Duma on the use of QR codes in some types of transport.
According to the first bill, by June 1, 2022, one of three conditions will have to be fulfilled to visit places of mass events, cultural institutions, catering and retail facilities:
- present a QR-code on complete vaccination with a vaccine approved in Russia;
- submit a QR code about the transferred coronavirus no more than 6 months ago;
- present a medical waiver for vaccination.
Until February 1, 2021, the so-called "transition period" is established, when it will be possible to get into these establishments by the QR code obtained with a negative result of the PCR test.
The regions will independently approve the list of places where such access will be provided.
At the same time, the procedure for visiting by foreign citizens who are vaccinated with immunobiological drugs not registered in Russia, places of events, organizations and facilities, including the procedure for registering such foreign citizens in the federal state information system "Unified portal of state and municipal services (functions)", established by the Chief State Sanitary Doctor of Russia.
According to the second bill, boarding an aircraft or train for international or intercity flights, the passenger will also need to present:
- either a QR code about full vaccination with a vaccine approved in Russia;
- either a QR code about the transferred coronavirus no more than 6 months ago;
- either a medical disqualification from vaccination.
In addition, the sale of tickets will also be carried out upon presentation of QR codes. At the same time, passengers who are foreign citizens, in the absence of documentation, present a document that contains information about the negative result of a study for the presence of a new coronavirus infection, carried out by the PCR method, and an identity document.
The United Russia faction in the State Duma has already announced that it will support the bill.
