The list of countries for which the reciprocity list is applied has been approved 27.01.2022

On December 29, 2021, amendments to Federal Law No. 115-FZ came into force, which obliged foreign citizens, activities to undergo mandatory fingerprint registration and photography, as well as a medical examination.

At the same time, paragraph 21 of Art. 5 of the Federal Law No. 115-FZ provides that, on the basis of the principle of reciprocity, certain categories of foreign citizens are exempt from the above obligations.

To determine which categories of foreign citizens and from which countries will not need to undergo the above procedures, the Order of the Ministry of Foreign Affairs of Russia dated November 29, 2021 No. 23817 was published on the official portal of regulatory and legal information on January 13, 2022

Thus, the following persons are exempted from mandatory fingerprint registration and photography, as well as a medical examination on the basis of the principle of reciprocity.

1. Foreign citizens who are heads of diplomatic missions and heads of consular institutions, members of diplomatic staff, consular officials, holders of diplomatic passports, who entered the Russian Federation in connection with the performance of official duties, as well as members of their families, from the following countries:

  • Benin;
  • Guinea;
  • Djibouti;
  • Cameroon;
  • Mauritania;
  • Mali;
  • Niger;
  • Peru;
  • Senegal;
  • Singapore;
  • Somalia;
  • Sierra Leone;
  • Tanzania;
  • Togo.

2. Foreign citizens who are members of the administrative and technical staff of diplomatic missions and consular offices, military attaché offices, trade missions and other representative offices of state authorities of foreign states, holders of service passports (including special, official and other passports recognized by the Russian Federation in this quality) and those who entered the Russian Federation in connection with the performance of official duties, as well as members of their families, from the following countries:

  • Austria;
  • Argentina;
  • Afghanistan;
  • Benin;
  • Guinea;
  • Denmark;
  • Djibouti;
  • Cameroon;
  • Lebanon;
  • Lithuania;
  • Mauritania;
  • Malaysia;
  • Mali;
  • Niger;
  • Peru;
  • Rwanda;
  • Saudi Arabia;
  • Senegal;
  • Singapore;
  • Somalia;
  • Sierra Leone;
  • Thailand;
  • Tanzania;
  • Togo;
  • Uruguay.
