Starting from January 11, 2013 the FMS Order N357 as of November 6, 2012 "On organization of obligatory procedures of dactylography (fingerprints identification) and photography for those wishing to obtain work permit" came into force.
The new procedures apply only for citizens from visa free countries.
Those wishing to get work permit are obliged to go through 2 procedures - dactylography (fingerprints identification) and photography.
Those wishing to get the duplicate of work permit ar a patent for work are obliged to go through only one procedure - dactylography (fingerprints identification).
In Moscow the procedures of dactylography and photography are appointed by UFMS on the day of application. They are processed in the local or district FMS of the place of foreign citizens migration registration. It takes from 15 to 20 minituses to go through the procedures after that the dactylography card is given to an applicant, which shall be returned to FMS on receiving the work permit or patent for work.
