Within the order of the FMS of Russia N4 as of January 15, 2013 the list of the local departments of the FMS of Russia responsible for issuing work permits and invitation letters for Highly Qualified Specialists has been approved.
The list includes 15 local FMS departments in the following regions of Russia:
- Moscow;
- Altaiskiy region;
- Zabaikalskiy region;
- Krasnodarskiy region;
- Stavropolskiy region;
- Khabarovskiy region;
- Kaluzhskaya oblast;
- Moscow region;
- Novosibirskaya oblast;
- Rostovskaya oblast;
- St. Petersburg and Leningradskaya oblast;
- Sakhalinskaya oblast;
- Sverdlovskaya oblast;
- Tyumenskaya oblast;
- Khanty-Mansiyskiy autonomous region - Yugra.
The FMS department in the above regions will take the responsibility for:
- issuing work permits and invitation letters;
- extention of work permits;
- cancellation of work permits/dismissals;
- accepting the notifications on salary payments;
- accepting notifications on unpaid leave for more than 30 days within a year.
