On January 22, 2013 the Order of the Government of Russia N19 as of January 21, 2013 "On changes to the rules of migration registration" was published on the official web site.
The changes are made to the Order of the Russian Government N9 as of January 15, 2007 establishing the new way of notification of FMS on foreign citizens arrival to a place of stay on the territory of Russia (migration registration).
Among other ways, now the documents for migration registration can be delivered to FMS through the Multifunctional centers for State and Municipal services.

Please be aware that there is a mistake in the comments to the new Order published on the website of the Consultant Plus company (http://www.consultant.ru/law/review/1695457.html). It is stated thet the order concernes only HQS citizens and their family members, but the new Order applies to all categories of foreign citizens.
