Changes in the procedure of applying for invitations and work visas through the State Registration Chamber 18.10.2013

Starting from September 19, 2013 the State Registration Chamber has introduced certain changes to the list of documents necessary for applying for invitations to Russia and visas for the employees of branch offices and representatives of foreign companies; the corresponding information was published on the official website of the Chamber.

In addition to the main documents for the invitations for the employees of branch offices and representatives one is also supposed to present notary registered copies of Tax Registration, Pension Fund Registration, Social Insurance Fund Registration, Federal Compulsory Medical Insurance Fund Registration.

While applying for issuing/extending a work visa in addition to the main documents, including migration registration notification, one is supposed to present documents confirming actual address. Among these may be: notary registered copies of: the apartment ownership certificate, the lease contract, owner(s)’s consent letter(s) and consent letters from all people living in the dwelling.

Upon reading this requirements some organizations immediately started to gather the necessary documents, however according to the information provided by the representatives of the State Registration Chamber they do not require the abovementioned documents yet. It is quite possible that the new requirements will take effect from the beginning of 2014.

Unfortunately no comments were given by the State Registration Chamber as far as the reasons for the introduction of the new requirements are concerned. We believe that by doing so the State Registration Chamber is trying to secure itself against the problems connected with the possibility that one would use this organization as an alternative tool for enabling foreign nationals (and among them the nationals from countries with high migration risk) to enter and stay on the territory of Russia.
