Reducing the visa-free stay in Russia from 90 to 45 days. Other changes 24.10.2013

On October 22, 2013 the draft law was introduced to the State Duma aimed at reducing the stay of foreign citizen from visa-free countries on the territory of Russia and toughening of the procedures of obtaining documents necessary for work on the territory of Russia.

In accordance with the draft law the total period of stay on the territory of Russia of foreign nationals from visa-free countries can be reduced from 90 to 45 days (if this is consistent with the international agreements between Russia and CIS countries).

To confirm the basic level of the Russian language proficiency the draft law proposes to introduce an interview for foreign nationals from visa-free countries – upon applying to the FMS.

The draft law also affects foreign nationals from visa countries. Foreign labor hire permit is supposed to be issued only in case there are no registered in the regional Center of Employment candidates – Russian citizens within appropriate positions.

The author of the amendments is the chairman of the State Duma Security and Anti-Corruption Committee Irina Yarovaya. As is stated in the introduction letter, the measures proposed by the draft law will provide for the effective control over the mechanism of hiring foreign nationals on the territory of Russia as well as create additional guarantees of public safety and labor rights protection for the Russian citizens.
