On December 21, 2013 the Decree № 1191 as of December, 2013 “On Establishing the Allowable Percentage of Foreign Employees in the Retail Industry and the Field of Sport on the Territory of Russia” has been published on the website of the Government of Russia.
The Decree sets the allowable percentage of foreign employees working in the sphere of alcohol retailing (52.25.1), including beer, at 15% of the total amount of hired employees
We would like to remind you that in 2013 the allowable percentage was 25%.
The draft decree also suggests that the allowable percentage of foreign employees working in the following fields of activity on the territory of Russia will remain the same:
- pharmaceutical products retailing (52.31) – 0% of the total amount of hired employees;
- marketplace and stall retailing (52.62) – 0% of the total amount of hired employees;
- other retail trade not in stores (52.63) – 0% of the total amount of hired employees.
According to the draft decree the allowable percentage of the foreign employees working in the field of sport (92.62) remains 25% of the total amount of hired employees.
The amount of employees in the above mentioned spheres and fields of activities shall be brought into accord with the Decree before January 1, 2014.
