On July 23, 2014 on the website of the Russian newspaper the Federal Law of the Russian Federation on July 21, 2014 N 230-FZ "On Amending the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" was published.
When crossing the Russian border foreign citizens from visa-free countries should indicate the purpose of visit as “Work” in the migration card if they plan to work on the territory of Russia.
Documents for work permits and patents will not be admitted if foreign citizen from visa-free country indicates the other purpose of visit in the migration card when crossing the Russian border.
This Federal Law came into force on July, 22, 2014.
