On May 5, 2014 Putin V.V., the president of the Russian Federation, signed the Federal Law № 106-FZ "On Amendments to Certain Legislative Acts of the Russian Federation".
Starting from January 1, 2015 representative offices of foreign organizations will have right to hire HQS. At the moment foreign legal entities have no right to do it.
This law comes into force on January 1, 2015.
