Confidence Group has been receiving a lot of complaints recently that Federal Migration Service Departments of a number of regions refuse to accept documents for work permits and other documents, necessary for legalization of highly qualified specialists.
Due to this we decided to clarify this issue. In accordance with the FMS Order as of October 21, 2013 № 415 amendments to the FMS Order as of January 15, 2013 № 4 have been made. This order determines the list of authorized territorial FMSD of Russia, engaged in processing and issuance of work permits and other documents for highly qualified specialists.
In accordance with the new law FMSD of the 82 subjects of Russia were authorized to process documents, necessary for the legalization of stay and work of HQS on the territory of Russia.
To the moment only two FMSD of Russia in the following regions have no right to process HQS documents. They are:
- Crimea Republic
- Sevastopol
All other territorial FMS departments in 82 subjects of Russia are obliged to proceed the following issues for HQS and their family members:
- work permits;
- invitation letters for obtaining work visas;
- extension of work visas;
- extension of work permit;
- receive salary notifications;
- receive notification of termination of labor relations;
- receive notifications of vacations without payments for more than one calendar month during the year.
