Foreign citizens are obliged to go through dactyloscopy procedure while applying for Russian visa 28.11.2014

On November 24, 2014 Russian President signed the Decree №735 «On the collection of biometric personal data of foreign citizens and stateless persons».

Starting from December 10, 2014 dactyloscopy (fingerprinting) procedure is necessary for getting Russian visa, including Russian transit visa. The above-mentioned procedure will be carried out in the following organizations:

  • diplomatic representative offices and consulates ofthe Russian Federation in the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Denmark, the Republic of the Union of Myanmar and Namibia;
  • representative office of the Russian Ministry of Foreign Affairs, situated incheckpoint of Vnukovo International Airport.

According to the Russian Ministry of Foreign Affairs, dactyloscopy (fingerprinting) procedure will not be necessary while applying for diplomatic and official visas, as well as to persons up to 12 years.

So, the collection of biometric personal data of foreign citizens will be a project for several countries. The terms of this project aren’t defined yet. According to the Russian Ministry of Foreign Affairs, after the ending of this project it is planned to innovate this procedure for in all Russian diplomatic representative offices and consulates.

The new Decree doesn’t regulate the FMS activity on visa processing on the territory of Russia.
