According to the information from the Moscow Center for Labor Exchange all employers will be able to use the confirmed for 2010 for them Quota for foreign labor hire not earlier than end of December 2009 at the time when the corresponding information (database) will be transferred to the Department of the Centers for Employment.
All applications for foreign labor hire within Quota 2010 delivered to FMS before this period will be refused.
This year the database for confirmed Quota positions for 2009 has been transferred to the Department of the Centers for Employment on January, 13 2009 and caused a great number of refusals on foreign labor hire.
To check if the Quota 2010 was approved to the employer one can make within the Moscow Center for Labor Exchange by telephone or on the corresponding website: http://www.migrakvota.gov.ru but not early than end of October, 2009.
The employer can check the status of its Quota applications, positions and number of employees on each on this official website.

The presence of the application on the website with the status – Included into the proposition for Quota means that it for 95 % certainty will be approved to the employer by the Moscow Government.
The absence of the application means that the employer’s Quota application 2010 will be for 99 % certainty rejected.
The status of application – Included into the Quota means that employers Quota application has been approved, still he’ll be able to use it not earlier than end of December 2009.
Moscow Center for Labor Exchange promised to change the status on applications for – Included into the Quota for confirmed positions in 2010 up to the end of October 2009.
Let us also remind you that an employer is not bind to the citizenship of a foreign citizen when applying for foreign labor hire. It is allowed to hire citizen of any country on approved position in the Quota.
Correction of the foreign labor hire Quota 2009 is not approved and will no longer be approved by the Government of Moscow this year.
If the period of foreign employees’ work permit expires December 2009, January-February, 2010 and the Quota 2010 position database is not transferred to the Department of the Center for Employment an employer should not be in a hurry to apply for a foreign labor hire permit for those employees. The applications will be for sure refused.
One thing an employer can do to accelerate the procedure is to deliver the information on foreign labor to the local Center for Employment for 1 month processing, thus to the moment of transferring the confirmed quota database he will not be wasting 1 months for the Center for Employment processing .
