On December 22, 2009 the Ministry of Health and Social Development of Russia adopted the order N 1010н for foreign labor hire Quota free positions in 2010.

Positions from 15 to 22 have been added in 2010 to the list of Quota free positions in 2009. Such positions as: Director (managing) of production association, Director of manufactory, Director (head) of industrial complex, have been excluded from Quota free positions in 2010.
Positions from 23 to 30 have been added to the list of Quota free positions in 2010 within the adoption of order № 482н as of 28 June 2010 of the Ministry of Healthcare and Social Development.
