Residence permit in Russia for Highly Qualified Specialists 26.01.2011

This information refers to those Highly Qualified Specialists (here and after HQS) and their accompanying family members wishing to get residence permit in Russia within the adoption of Federal Law as of May 19, 2010 № 86, came into force in 2010.

Residence permit is a status of a foreign citizen (HQS and his accompanying family members) which gives him the right to enter and exit without restrictions within the period of labor contract validity. Residence permit is also considered by any Russian authority to be an identification document.

There are some advantages of getting residence permit in Russia:

1. No need to obtain any permit (visa) for entering and exit from the territory of Russia;
2. No need to obtain work permit in order to work in any region on the territory of Russia;
3. The right to chose the place of living and work on the territory of Russia;
4. No need to be registered any time you enter and exit or move within the territory of Russia (except for an annual one);
5. The right to apply for Russian citizenship after 5 years of permanent leaving on the territory of Russia;
6. The right to invite foreign citizens to visit Russia (obtain invitation letters with private purpose of visit);
7. The right to elect and be elected into the local authorities, the right to participate in the local referendums;
8. Pensionary protection;
9. Medical and social guarantees.

The list of the documents for obtaining residence permit is simple enough. There is no need for an HQS to present the following documents as it might be if applying for residence permit without HQS status:

1. HIV certificate;
2. Infectional deseases certificate;
3. Documents, confirming enough fund for HQS and his family members living over the subsistence minimum;
4. Documents, confirming the gratuitous right to use the place of living.

All necessary documents can be submitted once to the local Federal Migration Service at the place of living. The period of residence permit processing can not exceed 90 days.
