Citizens who are not subject to restrictions on entry to the Russian Federation 11.01.2021

Following our news about the softening of restrictions of entry to Russian Federation for several categories, please find below the updated list of citizens who have the right to enter Russian Federation.

The last changes have been introduced by the Order of the Government of the Russian Federation No. 3675-р dated 30.12.2020. The changes are concerning the Order of the Government of the Russian Federation No. 635-р dated 16.03.2020.

Thus, restrictions on entering Russian Federation no longer apply to:

  • family members (spouses, parents, children, adoptive parents, adopted children) of HQS;
  • persons traveling to Russian Federation through air checkpoints across the state border of Russian Federation in order to change aircraft crews, which are subject to present an aircraft crew member's certificate and a flight task or a general aircraft declaration for the planned flight.

Foreign citizens with relatives in the Russian Federation

Other foreign citizens

  • accredited or appointed employees of diplomatic missions and consular posts of foreign states in the Russian Federation, international organizations and their representations, other official representations of foreign states located in the Russian Federation;
  • officials of the Standing Committee of the Union State, as well as family members of these persons;
  • deputies and officials of the Parliamentary Assembly of the Union of Belarus and Russia;
  • employees of the Intergovernmental Courier Communication;
  • members of official delegations;
  • persons with diplomatic, business visas issued in connection with the death of a close relative;
  • citizens of states with which the Russian Federation has international agreements on visa-free travel for citizens entering the Russian Federation as couriers in diplomatic relations
  • family members (spouses, parents, children, adoptive parents, adopted children), guardians and trustees of citizens of the Russian Federation**;
  • citizens of states in relations with which the Russian Federation has international agreements on visa-free travel for citizens entering the Russian Federation in connection with the death of a close relative;
  • persons with ordinary private visas issued in connection with the death of a close relative;
  • persons who enter the Russian Federation once to take care of sick close relatives (spouses, parents, children, adoptive parents, adopted children), guardians and trustees**
  • permanently residing in the territory of the Russian Federation (residence permit) (except for "foreign citizens permanently residing in the territory of the Russian Federation and staying in the Russian Federation for a single exit from the Russian Federation to the country of citizenship")**;
  • transit passengers following in transit through air checkpoints of the borders of the Russian Federation (without going beyond them);
  • foreign citizens from Lugansk People's Republic and Donetsk People's Republic;
  • citizens of the CIS countries, the Republic of Abkhazia and the Republic of South Ossetia (when following to the country of citizenship);
  • truck drivers of international automobile traffic**;
  • crews of air, sea and river vessels, including those following through the territory of the Russian Federation to change the crews of vessels in the ports of the Russian Federation), train and locomotive crews of international railway traffic, personnel determined by international agreements of the Russian Federation in the field of railway transport**;
  • individuals with ordinary private visas issued by decision of the Russian Ministry of Foreign Affairs;
  • persons holding a certificate of a participant in the state program for voluntary resettlement in the Russian Federation and their family members;
  • employees entering for maintenance (if the customer is under the jurisdiction of the federal executive body and has sent lists of foreign employees to the Federal Security Service and the Ministry of Internal Affairs or from lists sent by Rosatom);
  • highly qualified specialists and their family members (spouses, parents, children, adoptive parents, adopted children) with a single entry into the Russian Federation strictly with a valid contract (if the employer / customer is under the jurisdiction of the federal executive body, which has sent lists of foreign employees to the Federal Security Service and the Ministry of Internal Affairs or from lists sent by Rosatom)**;
  • citizens of Belarus (if they are employees of Belarusian companies:

A) and take part in work in the field of nuclear energy, construction, oil / gas production, mineral processing,

B) and are directed to work on a shift at industrial facilities in the Russian Federation,

C) and are included in the lists that are sent to the Federal Security Service and the Ministry of Internal Affairs by the executive authority (in the sphere of which the customer of the above works is responsible) or Rosatom)

  • persons participating in quality control of equipment manufactured by Russian legal entities and supplied in accordance with contracts governing the construction of nuclear facilities abroad, and within the framework of the implementation of international treaties of the Russian Federation, according to lists sent by the State Atomic Energy Corporation Rosatom to the Federal Security Service of Russia and the Ministry of Internal Affairs of Russia**;
  • persons participating in the certification of new aircraft and maintaining the airworthiness of domestically produced aircraft of Russian operators according to the lists sent by the Ministry of Industry and Trade of Russia to the Federal Security Service of Russia and the Ministry of Internal Affairs of Russia**;
  • permanently residing in the city of Baikonur, or seconded to Kazakhstan to participate in the implementation of space programs (provided that they are included in the lists that Roskosmos sent to the Federal Security Service);
  • citizens of Belarus (with a residence permit or other right to permanently reside in Belarus) when entering from Belarus by air;
  • persons who enter the Russian Federation with the purpose of medical care**;
  • citizens of foreign countries (defined by the Appendix) entering the Russian Federation from their countries of citizenship through air checkpoints, as well as persons holding a residence permit or other document confirming the right of permanent stay in the following countries**:
    • United Kingdom (entry is temporary restricted until Feb 1, 2021, more details in the news here)
    • Tanzania
    • Turkey
    • Switzerland
    • Egypt
    • Maldives
    • United Arab Emirates
    • Kazakhstan
    • Kyrgyzstan
    • Korea
    • Serbia
    • Cuba
    • Japan
    • Seychelles
    • Ethiopia
  • citizens of Abkhazia, entering Russian Federation from Abkhazia**;
  • persons involved as highly qualified specialists in the field of sports, or participating in sports events on the territory of the Russian Federation (and their family members - spouses, parents, children, adoptive parents, adopted children), included in the list sent by the Ministry of Sports of Russia to the Federal Security Service, the Ministry of Internal Affairs and the Federal Air Transport Agency (in the presence of valid passports, ordinary work or humanitarian visas in order to carry out sports contacts, or without a visa, if this is provided for by international agreements of the Russian Federation)**;
  • persons traveling to Russian Federation through air checkpoints across the state border of Russian Federation in order to change aircraft crews, which are subject to present valid identity documents, which are recognized by Russian Federation in this capacity, and visas either in a visa-free manner in cases stipulated by international agreements with Russian Federation, and which are subject to present an aircraft crew member's certificate and a flight task or a general aircraft declaration for the planned flight

* The actual possibility of entry depends on the availability of transport availabillity with the Russian Federation, which is very limited, and on the ability to issue authorization permits.

** Only these categories are not subject to restrictions on the acceptance of documents for the issuance of invitations to enter Russian Federation. Restrictions on the acceptance of documents, registration and issuance of work permits do not apply only to highly qualified specialists.
