Employers, customers of work (services) who have received, in the prescribed manner, permission to attract and use foreign workers, subject to the implementation of the established restrictions and other measures, have the right to apply for the issuance (renewal) of a work permit of a foreign citizen or stateless person who has arrived in Russian Federation with a visa. Such a permit is issued (extended) without taking into account the requirements of the declared purpose of the visit of a foreign citizen or stateless person for any period up to June 15, 2021, inclusive.
And although the provisions of the decree allow applying for permits without taking into account the purpose of entry, nevertheless, they do not cancel the obligation of foreign citizens to comply with the purpose of entry, i.e. strictly according to the law, foreign citizens who entered, for example, for the purpose of "business" will violate their purpose of entry, while carrying out labor activities, and for this administrative liability is provided.
Please also note that work permits for foreign citizens from visa countries located on the territory of Russian Federation will be issued for the period of validity of the permit to attract foreign labor (i.e. for a year), and in the absence of foreign citizens on the territory of Russian Federation - for a period up to June 15, 2021.
