Foreign students are allowed to enter Russia 22.03.2021

On March 20, 2021 Government Decree No. 639-r of 16.03.2021 was published, amending Government Decree No. 635-r of 16.03.2020 to expand the list of foreign nationals and stateless persons who are allowed to enter the Russian Federation.
 
Thus, as follows from the decree, it is allowed to return to Russia to continue their education for persons studying in educational institutions of higher education and professional educational organizations – students, postgraduate students, interns, trainees of preparatory departments.
 
In order to enter, students must be on a list generated by the university and sent to the state system of migration and registration records for control by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and the Federal Security Service of Russia.
 
The rules for entry of the listed persons from abroad were developed by the Ministry of Science and Higher Education of the Russian Federation and published by the press-service of the Ministry on the official website.
 
The amendments contained in the decree have no restrictions for entry based on the citizenship of the students. At the same time, as it follows from the announcement of the Ministry, entry to Russia is allowed for foreign nationals only for those countries that are recommended by the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing as countries with a safe epidemiological situation: Abkhazia, Armenia, Azerbaijan, Belarus, Vietnam, Egypt, Greece, India, Kazakhstan, Qatar, Kyrgyzstan, Cuba, Maldives, the United Arab Emirates, Seychelles, Serbia, Singapore, Tanzania, Turkey, Ethiopia, Finland, Switzerland, South Korea, South Ossetia, Japan.
 
Please note that the above countries are either included in the list of countries approved in Appendix N 1 to the Government Decree No. 635-r of 16 March 2020, whose citizens may enter the territory of Russia, or are included in the list of exceptions not subject to entry restrictions.
 
On this basis, it can be assumed that in practice the possibility of entry will depend on the epidemiological situation in the country of residence of the student.
 
International students should be guided by the following:
1) before arriving in Russia at least 10 days in advance should notify by e-mail the university about the date of entry into the Russian Federation (after sending the e-mail the information about entry will come to the e-mail);
2) no earlier than 3 calendar days prior to arrival in Russia it is necessary to test for COVID-19 by PCR method and, if the result is negative, to receive in your country the corresponding document in Russian or English;
3) within 72 hours after entering the territory of Russia it is required to take a repeat PCR test, and until the results of the test are received it is necessary to comply with the self-isolation regime at the place of residence;
4) if during the period of self-isolation foreign students arriving in Russia have the first symptoms of an acute respiratory disease (fever, sore throat, sniffles, cough), it is important to immediately report this to the university and call a doctor.
