Conditions of entry to Russia for foreign citizens have been changed 10.08.2021

Now all foreign citizens specified in clause 2) of the decree of the Government of Russia of March 16, 2020 N 635-p, who enter Russia through air checkpoints from the territory of the EAEU member states and some CIS countries will be able to cross the border only upon presentation of a negative PCR test loaded into the "Travel without COVID-19" application. This innovation was introduced by the decree of the Government of Russia dd. 20.07.2021 N 1998-p.

Earlier, as noted in our newsletter, from July 1, 2021, the "Travel without COVID-19" application became mandatory for all citizens of the EAEU countries.
 
After the amendments, from July 25, 2021, the application "Travel without COVID-19" is mandatory for all foreign citizens specified in clause 2) of the decree of the Government of Russia of March 16, 2020 N 635-p and entering from the EAEU countries, and from September 1, 2021, it will be the same for entry from the territory of Azerbaijan, Moldova, Tajikistan, Turkmenistan and Uzbekistan.
 
Please note that this provision will not apply to persons traveling from a third state in transit or with a short stopover in these countries, however, in this case, they will need to present a PCR test done in such a third state no earlier than 72 hours before crossing the border as well as tickets or boarding passes for the entire route.
 
Rospotrebnadzor has issued clarifications on this issue.
