In connection with a large number of questions regarding the resumption of flights with China from our clients, we inform you the following information:
There was no official resumption of flights with China, in connection with which the previously suspended by Decree of the President of Russia of June 15, 2021 N 364 "On temporary measures to regulate the legal status of foreign citizens and stateless persons in Russia during the period of overcoming the consequences of the spread of new coronavirus infection (COVID-19) " terms associated with stay and residence in Russia (if the expiration of these terms falls on the period from June 16, 2021), namely:
- terms of temporary stay of foreign citizens and stateless persons;
- the terms for which such citizens are registered at the place of stay;
- the validity periods of visas and migration cards with marks in it;
- terms of validity of permits for temporary residence in the Russian Federation and residence permits valid as of March 15, 2020;
- within a 6-month period of stay outside the Russian Federation, necessary for the cancellation of a temporary residence permit, residence permit or work permit for a HQS.
The above terms are suspended until the expiration of 90 days from the date of removal of the temporary restrictions imposed by Russia on transport links with China.
Despite the fact that air traffic with China was not officially resumed, this did not prevent him from being among the countries included in Appendix No. 1 to the order of the Government of the Russian Federation of March 16, 2020 No. 635-p (the change adding China to the specified list was made by the order of the Government of Russia of June 28, 2021 No. 1745-p) from June 28, 2021, therefore, Chinese citizens can come to the territory of Russia, as well as apply for business and tourist visas, without being included in the special lists of the FSB / Ministry of Internal Affairs.
Such a decision, as an exception, for the People's Republic of China and the Principality of Liechtenstein was made by the operational headquarters on June 18, 2021.

These conclusions are based on an analysis of the regulatory legal acts of Russia. Due to the lack of confirmation of the annological position on this issue from the employees of the Ministry of Internal Affairs of Russia, we've sent a request to the Main Directorate for Migration and will notify you of their answer.
