However, Confidence Group would like to draw your attention to the fact that initially in March 2020, following a meeting of the Presidium of the Coordination Council under the Government of Russia to combat the spread of a new coronavirus infection in the territory of Russia, it was decided to suspend only air traffic, which was also confirmed by the relevant decisions of the Federal Air Transport Agency and Ministry of Transport of Russia. There was no separate document that would have limited, for example, a railway or ferry service, it was originally decrees adopted by the Government of Russia of March 16, 2020 No. 635-p and of March 27, 2020 No. 763-p on the direct restriction of the entry of foreign citizens and persons stateless, but not vehicles, in connection with which some passenger interpreters have decided to cancel flights.
In connection with the above, the experts of the Confidence Group company cannot fully agree with the comments of the Lieutenant General, however, they agree that in clause 6 of the Decree of the President of Russia of 15.06.2021 N 364 "On temporary measures to resolve the legal status of foreign citizens and persons statelessness in Russia during the period of overcoming the consequences of the spread of a new coronavirus infection (COVID-19) "it is envisaged to remove the temporary restrictions imposed by Russia on transport links with foreign countries, by adopting a separate document of the Government, which will indicate the dates of such withdrawal. There is currently no such document.
There are only decisions of the Operational Headquarters to prevent the import and spread of a new coronavirus infection on the territory of Russia on the resumption of air traffic, on the basis of which, until recently, the territorial bodies of the Ministry of Internal Affairs of Russia relied, determining the periods of permitted stay and the validity of documents of foreign citizens.
If the words of the Head of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia, Police Lieutenant General Valentin Kazakov, are supported by the Government, then the terms for all foreign citizens are still suspended:
- temporary stay in Russia;
- on which such citizens are registered at the place of stay;
- validity of visas and migration cards with marks in it;
- validity of permits for temporary residence in Russia and residence permits valid as of March 15, 2020.
