Bill No. 909902-7 has been submitted to the State Duma, restricting the travel rights of managers and controlling persons of credit and insurance organizations, as well as non-state pension funds.
The initiators propose to amend Article 15. “The right of a citizen of Russia to leave Russia may be temporarily restricted in cases where he ...” to the Federal Law of August 15, 1996 No. 114-FZ “On the procedure for leaving Russia and entering Russia”.
If this draft law is adopted, persons for whom the court, on the basis of an administrative application from the Bank of Russia, decided to establish a temporary restriction on the right to leave Russia before the expiration of such a temporary restriction, will fall under the temporary restriction.
Such administrative applications of the Bank of Russia may be directed to the court in respect of persons who are performing or have been performing within 3 years prior to the submission of the said application in an insurance company, non-state pension fund, the functions of the sole executive body, his deputy, a member of the collegial executive body, chief accountant, etc.
