According to the information from the Committee of Labor and Employment of Moscow Region all employers will be able to use the confirmed for 2010 for them Quota for foreign labor hire not earlier than end of December 2009 at the time when the corresponding Protocol (database) will be published.
All applications for foreign labor hire within Quota 2010 delivered to FMS before this period will be refused.
This year the Protocol (database) for confirmed Quota positions for 2009 has been published on December 26, 2009 and caused a great number of refusals on foreign labor hire.
The employer can check the status of its Quota applications even now on the corresponding website: http://gszn.mosreg.ru/labor_migration_info/684.html. Positions and number of approved employees will be available after Protocol publication.
Correction of the foreign labor hire Quota 2009 is not approved and will no longer be approved by the Government of Moscow this year.
If the period of foreign employees’ work permit expires in December 2009, January-February, 2010 and the Quota 2010 position Protocol is not published an employer should not be in a hurry to apply for a foreign labor hire permit for those employees. The applications will be for sure refused.
One thing an employer can do to accelerate the procedure is to deliver the information on foreign labor to the local Center for Employment for 1 month processing, thus to the moment of Protocol publishing the confirmed Quota database he will not be wasting 1 month for the Center for Employment processing.
