On February 3, 2010 Deputy director of the FMS of Russia Mr. Smorodin issued an informational letter with the list of organizations which will apply in 2010 for work permit/visa and other related to foreign citizens issues to the Visa questions application center (ЦОГПВВ ФМС России). For this purposes FMS allocated a Quota for 3000 foreign citizens.

The documents for work permits (work LOI, work visas) can be submitted either by the employer’s representative (Moscow, Leningradskiy prospect 37, building 11) or using the services of the following organizations which initiated the program:
- American Chamber of Commerce
- Association of European Businesses
- Russian-German Foreign trade Chamber
In order to avoid the Quota overrun, it is not allowed for the listed organizations to apply for work permits (work LOI, work visas) directly to the Department of the FMS of Moscow (Grafskiy per, 12A, bld. 1 or Novinskiy ave 11, bld. 1).
