On September 7, 2010 the new order of the Ministry of Healthcare and Social Development № 514n of 13 July 2010 came into force. The order approves the new application forms for foreign labor hire Quota application and Quota correction application.

The new forms don’t differ much from the previous ones. A new column #37 in with an employer shall state the number of employees whose qualifications on required position are planned to be upgraded was added.
An employer shall not indicate in the new application forms the following positions of foreign employees:
- Quota free positions which are affirmed every year by the Russian Government (more information about Quota free positions is available here);
- Highly Qualified Specialist’s positions (more information on Highly Qualified Specialists is available here).
Please mind that foreign labor Quota application form shall be submitted to the appropriate authority by the 1st of May each year. Starting from 2009 application forms for foreign labor Quota are submitted with the help of the website http://migrakvota.gov.ru (more information about Quota application is available here). To the moment Quota application forms on the website have not been changed. We’ll keep you informed about all the developments of this issue.
