On July 28, 2010 the order N147 of the Federal Migration Service “About the new application forms and regime for notifications of state organizations on foreign labor hire for citizens from visa free countries” came into force, thus the Governmental resolution №183 of 18 March 2008 lost its power.
According to the new order, the below listed authorities shall be notified by employers within 3 working days on the following issues related to labor activity of citizens from visa free countries: labor contact conclusion, labor contract termination, non payable leave for more than one month. The organizations to be notified:
- Federal Migration Service (FMS);
- Center for Employment.

The forms are to be filled accurately and completely. Shorthand words, abbreviations and rectifications are not allowed. Notification can be submitted to the appropriate authority either in person (through a legal representative) or by post.
Stamped mark for admission by the appropriate authority confirms that employer met the requirements upon notifications. The marked coupons shall be kept by employer for a year from the date of notification submission.
Let us also remind you that according to the sub-clause 4, paragraph 8, article 18 of the Federal Law N115 of July 25, 2002, employer is obliged to notify tax authorities within 10 working days from on one of the following issues of foreign citizens labor activity (visa and visa free countries):
- Obtaining work permit;
- Labor contract conclusion;
- Foreign employee’s arrival to the place of work or place of staying;
- Applying for the invitation letter for work visa;
- Suspension or cancellation of foreign labor hire permit;
- Work permit cancellation.
