You can find a complete list of foreign citizens whose entry into Russia is not limited to the anti-coronavirus measures adopted by the Government of Russia in this publication.
The flights with the above countries resumed from December 1, 2021. Please note that the leadership of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation on Migration Issues explains that the resumption of air traffic does not mean the removal of any transport restrictions with the country, within 90 days after which citizens who have no legal basis for staying in Russia are obliged to leave it.
